Electric utilities use avoided cost analyses to determine the types of energy efficiency programs and measures they will offer and the overall level of energy efficiency they will pursue. But the traditional methods used for these analyses may not provide accurate valuations in today’s changing electricity system and suffer from a lack of transparency and accessibility.
The Union of Concerned Scientists (UCS) analyzed existing and potential methods of calculating the avoided energy costs and the emissions benefits provided by energy efficiency and proposes options for consideration in Minnesota and other states.
