
Joseph Reed is Policy Director for the Center for Science and Democracy at the Union of Concerned Scientists. An experienced government affairs professional with nearly 20 years of diverse experience across the private, public, and civic sectors, Reed has managed federal, state, and local issue campaigns.
Prior to joining the Union of Concerned Scientists, Reed served as Senior Policy Advocate at the National Community Reinvestment Coalition (NCRC), where he championed fair housing and credit access. Prior to that, he was a policy analyst at the National NAACP, tackling a wide range of civil rights issues, from criminal justice and voting rights to environmental justice, healthcare, education reform, and economic justice. He also recently served as Director of Government Relations at the Rails to Trails Conservancy, focusing on transportation and environmental policy. Since 2019, Joseph has served as a Commissioner on the Prince George's County Human Rights Commission, having been recently nominated by then-County Executive Angela Alsobrooks to serve as Chair.
He holds a bachelor’s degree in mass media with a focus on public relations from Hampton University, a graduate certificate in legal studies from Georgetown University, a master’s degree in government with a focus on political communications, and a graduate certificate in data analytics and policy from Johns Hopkins University.
